[CWEB] Add TWILL macros.
These are significantly different from Knuth's 'twimac.tex', so they do
not belong into 'knuth-lib'. They might be placed next to 'pwebmac.tex'
at a later time (if and when they are extended for PDF/HINT output and
then renamed to 'ptwimac.tex'), but for now I ship them with the other
CTWILL macros.
