Whenever you install a new format file you can expect to have
to remake all the auxiliary files (*.aux, *.toc, *.lof, etc)
because those are written by each format in such a way that it
can read it itself. So the reported problem is neither nor
surprising nor a problem.

Nothing!  I'm afraid that .toc, .idx etc. files aren't compatible
between versions of LaTeX.  You should regenerate the files.  The good
news is you only need to do this once per document.

Subject: BibTeX field size limits


Does anyone know whether it is possible to expand the field size
limits in BibTeX?  I am preparing an annotated bibliography of
Japanese commercial law cases, and the summary of facts for complex
cases may run beyond the normal limit of 3,000 characters.

The best way to get headings of funny `sections' like
prefaces in the the table of contents is to use the
counter secnumdepth described on pages 157 and 160 of the
Manual. I use
     \setcounter{secnumdepth}{-1}
     \chapter{preface}
Of course, you have to set secnumdepth back to its usual value
(which is 2 in the standard styles, I think) before you do 
any `section' which you want to be numbered.

This is why it works. \chapter without the star does
   (i) put something in the toc file
   (ii) write the chapter title
   (iii) if secnumdepth \geq 0 then increase the counter for the
        chapter and write it out.

The above behaviour is much more predictable than \addtocontents,
which, IMHO, should be avoided if at all possible.

It certainly satisfies your requirements (1), (2) and (3), and it might be
possible to do (4), but there isn't a proper macro language, simply a facility
for attaching a series of commands to a button on the button bar.  So this
might have to be done manually.
I had very few problem importing my files from LocoFile, and no problem geting
TeX output for the bibliography of my thesis (using Plain TeX, not BibTeX). 
Length of text is no problem for Idealist, the wife of a colleague works for
Blackwell, and tells us that they store the entire text of books using their
mainframe verson.

Papyrus from Research Software Design should be able to cope with all 
the above. In practice, a number of people use it to generate references 
for direct import into (La)TeX. I have written a few macros to aid 
this process. However, I have read of people preparing BiBTeX files 
with it. It will happily generate the appropriate TeX codes for 
accents and the like.

Have you tried it?  Here is an example to illustrate the problem.  The
behaviour exhibited here should never happen, but it does!
(I assume that attrib is an external command in your version of MS-DOS.
chkdsk or mem work equally well, as does TeX. :-)

rem ScrewUpDOS.bat
:loop
call attrib > nul
goto loop


Notice the File Creation Error messages after n repetitions in the loop.
Now break in and try running LaTeX, and you will see the weird error
messages my users were getting.

Subject: MuTeX - does it work?

Does anyone have a working version of MuTeX?
(a deluge of negative answers will not be appreciated)

In the one I've got there seems to be an error in 
the metafont file noten16.mf in that the flags for 
downward pointing stems are generated as invisible.
If your version of MuTeX produces flags for downward stems
please please e-mail me so I can find out what's wromg 
with mine.

Subject: LexiTeX / LexiBib release

Two `doc' files have been placed in the UK CTAN `incoming' directory.
These are:

lexibib-1.0c.doc: This is a BibTeX style that exports a *.bbl file
whose entries are in the format required by LexiTeX.  This is a
bare-bones alpha release, which provides only incomplete support
for a few entry types (books, articles, and Japanese law cases).
A test database and a sample file are included.  Apart from the
fact that there is no user documentation (yet), highlights of 
the package are the modular design of functions, and fairly
clear documentation of how the sub-functions used to build 
output in the entry-type functions operate.

lexitex-2.0f.doc:  This is a further upgrade of the LexiTeX style,
with the essential inner workings needed to cooperate with LexiBib.
An added, as yet undocumented feature is support for leading
volume numbers for multivolume works.  The syntax for this is:

  \lexicite:1:{citenickname}

Where `1' stands for whatever the volume designation is meant
to be.  Any LexiBib book entry with a non-empty volume or
number field is open to the appending of a volume number with
\lexicite:?: syntax.

Comments on these files will be most welcome.

\section TeX Implementations for Small Computers

\subsection PC and Mac disks

    From January 1994 the UK TeX Users' Group is distributing an
    emTeX kit for PCs, and an OzTeX kit for Macintosh. The cost
    covers copying and postage costs, and the shareware fee for
    OzTeX.  Each set costs \pounds30, and is available from
    Peter Abbott, 1 Eymore Close, Selly Oak, Birmingham B29 4LB.
    Cheques must be payable to `UKTUG'. Please note that this
    service **is available to UKTUG members only.**

    Each set comes with an installation guide, and (at least)
    full TeX and Metafont, a previewer, a PostScript driver, and
    CM fonts. Two update disks a year will be sent out
    automatically, with the current version of LaTeXe, and other
    goodies. A subscription service will be available for
    subsequent years. In addition, subscribers can request up to
    3 disks a year with any material from the CTAN archives, but
    this will be supplied `as is', without instructions.

    OzTeX and emTeX are also available on disk from TeX Users Group;
    mail TUG for details.

\subsection TeX for the Atari ST
